for Officials of the Ministry of Sports and Youth, Sports Clubs & National Federations of the State of Qatar

The Administrative Control & Transparency Authority (ACTA) of Qatar and the ICSS signed a Memorandum of Understanding under which the parties commit to cooperate in the field of sports, with particular focus on matters of integrity, governance, safety and transparency in the field of sport.

In this framework, the ICSS was invited to design and deliver, in October 2022, a comprehensive training & education program (‘Executive Program’) for the benefit of the Ministry of Sports and Youth in Qatar, national Federations and clubs, on matters of sport integrity, directed primarily to Directors and Senior Officials.

The participants/trainees will be granted foundational knowledge and tools in matters of sport integrity, with the ability to further develop such skills and improve their professional performance, while acquiring new competencies and becoming Agents of Change within their specific professional environment.

We aim to create an active cultural, sport and youth movement that forms a framework for the society to uphold its national identity, value system and culture in light of its openness to the world and its constructive interaction with other cultures – Ministry of Sports and Youth of Qatar

Program Modules and Resources

While examining the history of crime and corruption in sports, this module provides a comprehensive analysis of the main international, regional and national frameworks, tools, codes and mechanisms developed by inter-governmental and sport organizations, national public bodies, academia and civil society to preserve and restore the integrity of sport.

Through such a perspective, it will be possible to understand the issues and acquire a common international and multisectoral language to facilitate the development of preventive and proactive actions and policies. International best practices are examined as well as a review of prevention, education and best practices utilized to prevent, detect and sanction misconducts and to preserve the integrity of sport.

This module presents a thorough review of international best practices, codes, and models to ensure Good Governance, Compliance and Ethical Behaviours within institutions and sport organizations. With a highlight on organizations that are leaders and role models, policies, procedures and implementation of sound practices are emphasized.

A benchmark of current practices against international standards will be made discussing strategies and mechanisms to help them adopt the adequate tools.

The course also incorporates the perspective of sport sponsors, with the ultimate goal of enhance trust within the business community towards sport world and preserve investments done in this field.

This module examines one of the most common crimes in sport: match-fixing. An historical perspective is reviewed, identifying the issues and emerging forms of such a crime, highlighting best practices through international and multisectoral cooperation.

An analysis is made of the main international instruments such as the Council of Europe’s Macolin Convention or UNESCO’s Kazan Action Plan (KAP) and mapping of the key-stakeholders and advanced mechanisms to counter match-fixing.

Through a focus on integrated preventative methods and policies between public authorities, sport associations, players, referees and management, a review of prevention, education and training practices are highlighted. The module will also include in depth sessions on ways to detect, investigate and report match-fixing cases.

This module examines international best practices with an emphasis on international cooperation. From public institutions, sport organizations, ownership, law enforcement and private sector, the modules highlight successes and lessons learned through the promotion of synergies and partnerships.

This module focuses on the historical perspective of whistle-blowers in sport, lessons learned and best practices.

By providing a sound structure that encourages whistle-blowers to come forward, policies and procedures are presented ensuring their protection and rights. Tools such as Hot Lines are reviewed ensuring all elements are covered to set in place a solid framework to enhance and protect whistle-blowers in sport.
